About the Role:

We are seeking an experienced Technology Solutions Architect to join our Cigna International Health team in Dubai, UAE. This role will lead the architecture strategy for all regulatory and compliance-driven applications, ensuring strict adherence to UAE-specific data residency, privacy, and compliance regulations. Additionally, you will support digital transformation initiatives, leveraging cutting-edge technologies to enhance customer experience and operational efficiency.

Key Responsibilities:

• Regulatory & Compliance Architecture:

  • Act as a technology subject matter expert on regulatory changes, ensuring compliance with UAE laws on data privacy and residency.

  • Develop scalable, secure, and compliant architecture solutions using .NET (backend) and React (frontend) frameworks.

  • Provide architectural recommendations to address regulatory gaps and implement risk mitigation strategies.

  • Design data-compliant cloud and on-premise solutions across Azure, AWS, or hybrid models.

• Enterprise Architecture & System Design:

  • Architect microservices-based solutions with RESTful/GraphQL APIs and API gateway management.

  • Implement OIDC (OAuth) and SAML authentication & authorization protocols to ensure secure access control.

  • Maintain technical documentation and communicate architectural decisions to stakeholders.

• Collaboration & Stakeholder Engagement:

  • Work closely with legal, compliance, and IT teams to align technical solutions with UAE regulatory frameworks.

  • Collaborate with CX/UX/UI designers, backend engineers, and product owners to drive commonality and reusability across projects.

  • Participate in agile transformation initiatives, particularly focusing on SAFe methodology.

  • Align system architecture with Cigna’s global enterprise architecture strategy.

• Innovation & Digital Transformation:

  • Support the integration of emerging technologies while ensuring compliance with UAE regulations.

  • Guide and mentor technical teams in adopting best practices in architecture and design.

  • Ensure the success of Cigna International Health’s multi-year digital transformation journey through strategic, cost-effective technology solutions.

Who We’re Looking For:

• Experienced Architect: 10+ years in technical architecture, ideally in regulated industries such as healthcare or finance.

• Regulatory & Compliance Expertise: Strong understanding of UAE-specific laws on data privacy, residency, and security.

• Cloud & Enterprise Systems Knowledge: Experience with Azure, AWS, or hybrid cloud architectures.

• Security & Authentication Proficiency: Knowledge of OIDC (OAuth), SAML, and secure API management.

• Analytical & Strategic Thinker: Ability to translate complex regulatory requirements into innovative technical solutions.

• Strong Communicator & Collaborator: Experience in stakeholder management and cross-functional team coordination.

• Certifications (Preferred): TOGAF, AWS Certified Solutions Architect, or equivalent.

• Education: Bachelor’s or Master’s degree in Computer Science, Information Technology, or a related field.
