Enova by Veolia is seeking a Sr. Learning and Development Specialist to lead the design, delivery, and continuous improvement of leadership, management, and professional development programs. The role includes conducting training needs assessments, creating and facilitating learning programs, managing digital learning tools, tracking learning impact, and coordinating compliance and mandatory training. The ideal candidate will have extensive L&D experience, strong stakeholder management skills, and proficiency in learning technologies.
Key Responsibilities:

Conduct training needs assessments using surveys, interviews, and performance data.

Identify skill, behavior, and knowledge gaps and prioritize learning solutions.

Partner with department heads and leaders to align learning with business objectives.

Design, develop, and update leadership, management, and professional development programs using blended learning (eLearning, instructor-led, virtual, coaching).

Create or curate content including presentations, facilitator guides, participant resources, manuals, job aids, e-learning modules, and microlearning.

Build structured development pathways for managers and high-potential talent.

Facilitate workshops, virtual sessions, cohort programs, and group discussions.

Administer and maintain the LMS, organize curricula, learning paths, and refresh content.

Track compliance and mandatory training completion and follow up on gaps.

Monitor program participation, engagement, and effectiveness; make data-driven recommendations.

Develop dashboards and reports using tools like PowerBI.

Build and maintain strong relationships with internal stakeholders, external vendors, and learning partners.

Apply research-based learning principles and develop targeted learning assessments.

Contribute to engagement activities and major event planning and communications.
Qualifications & Requirements:

Bachelor’s degree in Human Resources or related field (Master’s preferred).

8+ years of experience in learning and development or talent management.

Proficient in LMS platforms and learning technologies.

Strong understanding of adult learning principles, talent management frameworks, and performance management systems.

Certifications in Instructional Design and Training Delivery are a plus.

Proficient with data visualization tools (e.g., PowerBI).

Arabic speaking is required.

Excellent MS Office, communication, presentation, facilitation, and project management skills.

Ability to work collaboratively with cross-functional teams and influence stakeholders.

Expertise in instructional design, content development, training delivery, evaluation, and continuous improvement.
