Linkco Human Resources Consultancy is hiring a Senior Technology Project Manager on behalf of a reputable Hong Kong-based technology company expanding into the Middle Eastern market. As they prepare to establish their Dubai subsidiary, this hybrid, full-time role is pivotal in leading large-scale project planning, execution, and stakeholder alignment to drive business growth in the region.

Key Responsibilities:

• Develop and manage overall project plans, including lifecycle definition, budgeting, and scheduling.

• Execute and monitor project progress while ensuring timely, high-quality deliverables.

• Identify and mitigate project risks and manage end-to-end project quality.

• Coordinate milestone reporting, acceptance procedures, and align with stakeholder expectations.

• Collaborate across internal teams (sales, technical) and third-party vendors for seamless delivery.

• Analyze global industry trends to offer strategic, actionable insights for clients.

• Structure and present project findings and plans in a logical, data-backed format.

• Communicate confidently with stakeholders and clients to build trust and drive results.

Requirements:

• Bachelor’s degree or above with 8+ years of project management experience (large-scale project experience preferred).

• Strong knowledge of IT/OT security and cybersecurity system design & implementation.

• Familiar with leading cybersecurity technologies and solutions.

• Strong analytical, planning, and communication skills.

• Excellent negotiation skills to balance cost-effectiveness and quality.

• Language Requirements: Fluent in English and Chinese.

• Experience in railway (metro) projects is a plus.

• Certifications such as PMP, CISSP, or CISM are highly desirable.

• Ability to bridge technical solutions and business goals with efficient action planning.
