Senior Specialist – Organizational Structures & Corporate Documents
Roads and Transport Authority (RTA) Dubai , UAE

The Roads and Transport Authority (RTA) Dubai is seeking a Senior Specialist to manage and enhance organizational structures and corporate documents. The role involves reviewing, developing, and implementing organizational policies, procedures, and technical reports while ensuring alignment with government standards and excellence frameworks.


Key Responsibilities

  • Prepare and implement organizational structure review plans in coordination with the Authority’s units.

  • Conduct technical studies related to organizational unit requests, reviewing roles, responsibilities, and submitting proposals for approval.

  • Develop, review, and propose improvements for institutional documents, policies, and operational frameworks.

  • Review periodic reports submitted by organizational units in accordance with institutional document standards.

  • Prepare reports for the Director-General and provide technical advice.

  • Provide feedback to improve existing systems used by organizational units.

  • Propose development initiatives within the department’s scope of work.

  • Conduct workshops to disseminate knowledge regarding departmental work and systems.

  • Perform benchmarking studies to enhance departmental methods and prepare technical reports.

  • Develop and manage the institutional document management system (operational agreements, frameworks, SLAs) and report on updates.

  • Ensure departmental work methods comply with Government Excellence System standards.

  • Participate in committees and follow up on department implementation plans.

  • Ensure all updates align with issued administrative decisions and relevant regulations.

  • Perform other related duties as assigned.


Qualifications & Skills

  • Education: Bachelor’s Degree in Business Administration or Quality.

  • Experience: 8+ years of professional experience in a relevant field.

  • Strong analytical, organizational, and documentation skills.

  • Ability to develop and implement policies, procedures, and corporate frameworks.

  • Experience in organizational development and institutional document management.
