Resident Engineer – Telecom SCADA

WSP Middle East is looking for an experienced Resident Engineer – Telecom SCADA to oversee electrical, telecom, and SCADA systems in substation projects. The ideal candidate will plan, design, install, test, and commission systems while ensuring compliance with codes, regulations, and industry standards. The role involves vendor coordination, issue resolution, quality control, safety compliance, and technical support during construction.

Key Responsibilities:

Manage Telecom & SCADA Systems for substation projects, ensuring cybersecurity compliance.
Project Planning: Define scope, estimate budgets, and develop schedules to meet milestones.
Design Review: Assess telecom documents, installation, testing, and commissioning plans.
Regulatory Compliance: Ensure all systems adhere to local regulations and industry standards.
Vendor Coordination: Oversee procurement and manage vendor relationships.
Supervision & Quality Control: Conduct site inspections, raise NCRs (Non-Compliance Reports), and guide contractors to resolve issues.
System Maintenance: Oversee preventive & corrective maintenance of telecom and SCADA systems.
Technical Support: Resolve construction-related issues and discrepancies.
Safety & Compliance: Investigate and report incidents or near misses.
Project Reporting: Prepare progress reports, documentation, and as-built drawings.
Team Mentoring: Train and guide junior engineering staff.
Industry Awareness: Stay updated on the latest trends in electrical, telecom, and SCADA systems.

Key Qualifications & Skills:

Education: Bachelor’s degree in Telecommunications Engineering or a related field.
Certification: Professional Engineer (PE) license preferred.
Experience: Minimum 12 years in Telecom & SCADA engineering, with a focus on 400kV/220kV substations.
Technical Expertise: Proficiency in AutoCAD, SCADA software, DNP3, Modbus protocols.
Substation Knowledge: Hands-on experience in automation, control systems, and protection schemes.
Problem-Solving Skills: Strong analytical and troubleshooting capabilities.
Communication: Excellent verbal & written skills for collaboration with internal and external teams.
Flexibility: Willing to travel to project sites and client meetings.
