SYSTRA, a global leader in engineering and consultancy for public transport and sustainable mobility, is hiring a Quantity and Commercial Specialist for its Dubai DB&I Operations team. With operations in over 80 countries, SYSTRA plays a key role in the development and modernization of transportation systems. This role ensures effective planning, budgeting, and financial control for high-impact infrastructure projects.

Key Responsibilities:
Pre-Tender Phase:

• Collaborate on cost estimations with architects and engineers.

• Quantify materials and resources for accurate cost analysis.

• Prepare tender documents, BoQs, and contracts.

• Assess vendors and assist in project budgeting.

Post-Tender Phase:

• Engage in commercial validations with contractors.

• Monitor project costs and recommend corrective actions.

• Support change management and assess cost impacts of variations.

• Certify payments and assess completed work.

• Identify and mitigate financial and contractual risks.

• Prepare detailed cost reports and forecasts.

• Support dispute resolution and contractual compliance.

Contract & Portfolio Reporting:

• Draft and review contracts/subcontracts.

• Maintain and reforecast financial dashboards for the project portfolio.

Job Requirements:

• Degree in Quantity Surveying, Contracts Management, or Civil Engineering (RICS or similar affiliation preferred).

• 5+ years of experience in infrastructure projects.

• Expertise in pre- and post-contract processes.

• Skilled in CESMM4 & NRM methods, BoQ preparation, and REVIT, Civil 3D, AutoCAD.

• Strong communication and financial reporting skills.

• Project management certifications are a plus.
