Role Overview:

We are hiring a Project Development Manager to lead and manage end-to-end project development—from concept ideation to financial close or construction commencement. This role requires a commercially minded professional who excels in feasibility analysis, permitting, stakeholder engagement, and cross-functional coordination within the GCC regulatory and investment framework.

Key Responsibilities:

• Identify and evaluate new project opportunities aligned with the company’s strategic goals

• Conduct comprehensive feasibility studies including financial, regulatory, and technical analysis

• Develop business cases, investment proposals, and concept papers for internal and external stakeholders

• Manage development timelines, permitting processes, land acquisition, and risk registers

• Liaise with local authorities, government entities, consultants, and private investors

• Oversee legal and commercial project structuring, including JV agreements and MoUs

• Coordinate multidisciplinary teams—technical, legal, and finance—to ensure project viability

• Prepare and deliver detailed project reports, status updates, and risk assessments to senior management

Requirements:

• Bachelor’s degree in Engineering, Construction Management, or Business

• Master’s degree such as MBA or equivalent in Project Management is preferred

• PMP or similar certification is a strong plus

• 5–10 years of UAE/GCC project development experience in infrastructure, real estate, or industrial sectors

• Hands-on experience managing permitting, land acquisition, and stakeholder coordination

• Familiarity with project finance, JV structuring, and investment proposals

• Strong communication, negotiation, and reporting capabilities

• Fluency in English is required; Arabic is a plus

• Willingness to travel as per project demands
