The International Center for Biosaline Agriculture (ICBA) in Dubai is hiring a Procurement Specialist to manage and implement strategic procurement operations that align with global and UAE best practices. This full-time, on-site position focuses on delivering cost-effective, high-quality procurement services while ensuring compliance with ICBA’s internal policies and relevant legal frameworks. UAE Nationals are encouraged to apply.

Key Responsibilities:

  • Implement procurement strategies in line with UAE laws and international standards.

  • Establish supplier agreements and identify opportunities to enhance efficiency and compliance.

  • Evaluate provider submissions and recommend contracts aligned with specifications.

  • Develop sourcing strategies to maximize procurement effectiveness.

  • Streamline procurement and inventory policies and procedures.

  • Monitor procurement processes to ensure cost-effective acquisition of goods and services.

  • Define KPIs and assess supplier and contract performance.

  • Conduct risk assessments for procurement agreements.

  • Negotiate optimal terms for contracts and partnerships.

  • Supervise daily procurement and inventory functions.

  • Coordinate with stakeholders to forecast needs and plan purchases.

  • Collaborate with finance on procurement budgeting.

  • Build and maintain strong supplier relationships.

  • Analyze market trends to improve procurement strategies.

  • Assist in reporting and presentations for ICBA’s senior management and board.

Qualifications & Experience:

  • Bachelor’s degree in Business Administration or related field.

  • Minimum 6 years of relevant experience, preferably in the development sector.

  • Proficient in ERP systems and supply chain tools.

  • Fluent in both English and Arabic.

  • Strong negotiation and procurement skills.

  • High attention to detail and ability to work under pressure.

  • Strong analytical and organizational capabilities.

  • Excellent financial and legal awareness.

  • Adaptable to change and tight deadlines.
