Rhodium Consulting Peninsula is seeking an experienced PMO Third-Party Vendor Manager to oversee the successful delivery of a smart city platform solution provided by an external vendor. The ideal candidate will act as the primary liaison between the public sector PMO and the third-party technology provider, ensuring that the project aligns with the national smart city strategy and contractual obligations.

Key Responsibilities:

  • Vendor Management & Governance:

    • Serve as the primary point of contact for all vendor-related activities within the smart city platform program.

    • Manage day-to-day interactions with the third-party vendor, ensuring clear communication, alignment, and accountability.

    • Enforce contractual terms, Service Level Agreements (SLAs), and Key Performance Indicators (KPIs).

  • Project Oversight:

    • Monitor the execution of the vendor’s delivery plan and its integration with the overall program schedule.

    • Track progress across product feature development, testing, and deployment phases.

    • Ensure vendor compliance with public sector governance frameworks and applicable standards.

  • Risk & Issue Management:

    • Identify and mitigate vendor-related risks such as delivery delays, resource shortfalls, compliance breaches, or technical issues.

    • Escalate critical issues to program leadership and facilitate resolution through structured governance forums.

  • Stakeholder Coordination:

    • Coordinate with PMO, legal, procurement, finance, and planning teams to ensure vendor alignment.

    • Support executive reporting, steering committee updates, and ad-hoc reporting requirements.

  • Financial & Contractual Oversight:

    • Validate vendor invoices against milestone achievements and delivery evidence.

    • Monitor budget utilization related to third-party contracts and track variations or change orders.

    • Support the development and execution of the vendor’s contributions to the Annual Operating Plan (AOP), ensuring delivery milestones and budget forecasts align with PMO objectives.

  • Compliance & Quality Assurance:

    • Ensure adherence to public sector procurement regulations and data sovereignty requirements.

    • Support audits, performance reviews, and vendor capability assessments.

Qualifications & Experience:

  • Bachelor’s degree in Engineering, IT, Project Management, or a related field (Master’s degree preferred).

  • PMP, PRINCE2, or equivalent project management certification.

  • Minimum 10 years of experience in vendor management or PMO roles, with at least 5 years managing large-scale digital or smart city technology vendors.

  • Proven experience managing third-party contracts in GCC public sector or regulated environments.

  • Prior management consulting experience is strongly preferred.

  • Familiarity with smart city platforms, urban technologies, IoT, cloud solutions, and system integration is highly desirable.

  • Strong understanding of government procurement practices and regulatory compliance within the GCC region.
