Legal Officer – Training and Corporate Development Affairs

The Government of Dubai Legal Affairs Department is seeking a motivated Legal Officer to join the Professional Development and Training Directorate. This role focuses on enhancing the department’s training programs, coordinating staff development, and ensuring effective implementation of training initiatives. The Legal Officer will work closely with organizational units, assess training needs, evaluate training providers, and measure the impact of training on employees’ performance. This is a full-time, on-site role aimed at contributing to the continuous improvement of legal staff and new employee training programs.

Key Responsibilities:

  • Analyze annual training needs in coordination with organizational units and provide recommendations based on performance assessments and strategic priorities.

  • Participate in evaluating and approving external training service providers for quality and suitability.

  • Develop manuals and awareness materials on training importance, enrollment procedures, and available opportunities.

  • Coordinate employee nominations for training courses and track enrollment using approved systems.

  • Oversee technical and logistical preparations for training sessions, both internally and externally.

  • Collect and analyze training course assessments and prepare recommendations to enhance quality and effectiveness.

  • Measure training impact using appropriate methodologies and prepare analytical reports with outcomes and recommendations.

  • Monitor implementation of training programs for new staff and legal staff in government entities.

  • Document daily duties using department systems and prepare weekly reports.

  • Contribute to process improvements and development initiatives within the department.

Administrative Duties:

  • Use the Tawqeet system for daily duty documentation.

  • Prepare weekly reports on assigned cases and actions taken.

  • Comply with departmental procedures for the Cases Management System (Tawtheeq) and Information Security policies.

  • Adhere to departmental circulars to ensure timely and quality completion of assigned duties.

Qualifications and Skills:

  • Bachelor’s degree in Law, Human Resources Management and Development, Business Administration, or equivalent.

  • Professional certification in training or human resources development is preferred.

  • Proficiency in HR management systems and Learning Management Systems (LMS).

  • Ability to prepare and implement training plans and programs.

  • Strong analytical and reporting skills.

  • Computer literacy with fluency in Arabic and English (reading, writing, speaking).

  • Excellent planning, organizational, and time management skills.

  • Ability to work collaboratively in a team and handle workload efficiently.
