KEO International Consultants is hiring a Head of Engineering to lead large-scale infrastructure design across the GCC and international markets. This is a senior technical leadership role, based in Dubai, reporting directly to the Managing Director. The successful candidate will manage a multi-disciplinary team (150+ professionals) across offices in the GCC, Jordan, and Portugal, ensuring design excellence, QA/QC integrity, and efficient project delivery.

Ideal candidates will bring 15+ years of engineering consultancy experience on mega infrastructure programs—including highways, utilities, and smart cities—while demonstrating strong operational leadership and a passion for technical innovation.

Key Responsibilities:

Strategic & Operational Leadership

• Lead end-to-end engineering functions across multiple regional offices.

• Ensure project delivery aligns with technical, commercial, and client objectives.

• Drive strategic direction, resource planning, and operational efficiency.

Technical Excellence & Design Delivery

• Oversee design execution for infrastructure programs (roads, highways, utilities, smart cities).

• Implement high standards of QA/QC, design codes, and engineering best practices.

• Provide expert technical guidance on complex engineering challenges.

Team Management & Development

• Mentor and lead a team of 150+ engineers across multiple regions.

• Foster a collaborative, high-performance technical culture.

• Support global mobility, training, and upskilling initiatives.

Software & Digital Tools Oversight

• Guide teams using Autodesk Civil 3D, Revit, BIM platforms, Bentley Systems (SewerGEMS, OpenRoads), VISSIM, VISUM, and Primavera P6.

• Drive adoption of digital tools and engineering automation where applicable.

Stakeholder Collaboration & Client Engagement

• Act as the primary technical expert in meetings with clients and project stakeholders.

• Collaborate with Project Managers, Architects, and Planning Heads to integrate designs seamlessly.

Qualifications:

• Bachelor’s degree in Civil Engineering or related field; Master’s preferred.

• 15+ years in design consultancy, with major infrastructure project leadership experience.

• Proven success managing large, cross-border engineering teams.

• Chartered Engineer or Professional Engineering registration (PE, CEng, P.Eng) preferred.

• Strong familiarity with GCC engineering standards.

• Willingness to travel across GCC and Europe as needed.
