Petrofac is seeking a Community Liaison Officer (CLO) to act as the primary contact between project sites and local communities. This hybrid full-time role involves fostering constructive relationships with stakeholders, addressing concerns, managing expectations, and supporting the resolution of grievances to maintain a strong social license to operate.
Responsibilities:

Develop and maintain trusted relationships with local communities, stakeholders, and government authorities.

Communicate project activities, timelines, and potential impacts to stakeholders clearly and transparently.

Act as first point of contact for community concerns, inquiries, and grievances; document, escalate, and help resolve issues.

Monitor and analyze community sentiment to anticipate potential risks to project progress.

Support implementation of stakeholder engagement and communication plans.

Organize community meetings, information sessions, and public consultations.

Collaborate with corporate communications and CSR teams to ensure consistent messaging.

Maintain accurate records of engagements and grievance resolutions.

Ensure compliance with international social performance standards (e.g., IFC, Equator Principles).

Report on community engagement outcomes, emerging issues, and recommendations.
Skills & Qualifications:

Bachelor’s degree in Social Sciences, Communications, Public Relations, or related field.

5+ years of experience in community engagement, stakeholder management, or liaison roles.

Experience in large-scale EPC or industrial projects in the Middle East is highly desirable.

Fluency in English; Arabic proficiency is advantageous.

Strong communication, negotiation, and interpersonal skills.

Ability to handle sensitive situations with diplomacy and professionalism.

Knowledge of grievance mechanisms, stakeholder mapping, and participatory engagement techniques.

Strong reporting and documentation skills.
