Job Title: Civil Engineer (Construction Supervision)

Job Description:

We are seeking a highly experienced Civil Engineer to join our team at Diar Consult. The ideal candidate will be responsible for overseeing the construction work on-site, managing contractors and subcontractors, and ensuring that all tasks are completed according to the project specifications and regulations.

Key Responsibilities:

• Assist the Resident Engineer (RE) in reviewing contractor’s payment applications, certifying payments, and issuing recommendations to the Client for payment releases under the contract.
• Prepare and issue regular reports to the Client and higher management of Diar Consult as required.
• Apply the best practices related to all roles and responsibilities of the Resident Engineer on site.
• Maintain regular communication with relevant local authorities to ensure all construction regulations, codes, and municipal requirements are met.
• Liaise with the Municipality and other relevant parties to ensure timely approval of building permits and other clearances, representing Diar Consult in meetings when necessary.
• Perform daily site inspections to monitor work progress, ensuring conformity with specifications and quantities as prescribed in the contract.
• Supervise technical tests, verify results, and keep accurate records.
• Review reports, shop drawings, material submittals, and method statements, assisting the RE in timely responses to all submittals.
• Monitor contractor and subcontractor attendance, oversee storage facilities on-site, and assist with the ordering, purchasing, and delivery of materials, particularly long lead and client-supplied items.
• Attend meetings and issue minutes as required.
• Coordinate with local authorities regarding project matters.
• Carry out quality and ISO audits, verifying compliance as required by Diar Consult.
• Ensure site safety for all workers, properties, and personnel.
• Assist in the review of contractor claims and requests for extensions of time for project completion, providing recommendations.
• Monitor work completion and rectify any defects during the Defects Liability Period.

Requirements:

• Bachelor’s degree in Civil Engineering.
• Minimum of 12 years of experience in construction supervision, with at least 5 years of experience in the UAE.
• Strong background in civil engineering and an ADM license as a Specialized Engineer.
• In-depth knowledge of local laws, codes, and regulations in the UAE.
• Familiarity with inspection procedures and construction quality control practices.
• Understanding of contract administration, cost control, and time management.
• Strong knowledge of construction methods, specifications, and standards.
• Excellent leadership skills and the ability to manage teams effectively.
• Proficient in oral and written communication.
• Ability to read and interpret technical drawings and diagrams.
• Advanced computer skills, including relevant engineering software and applications.
