ILF Consulting Engineers – UAE is seeking an experienced Cost Estimation Engineer to support large-scale projects in Oil & Gas, Water, and Wastewater sectors. The role involves developing cost estimation methodologies, conducting CAPEX analysis, life cycle cost studies, and managing procurement processes, all while collaborating with engineers and contractors. Key Responsibilities:

Cost Estimation & Analysis:

• Develop cost estimation methodologies and guidelines in accordance with AACE standards.

• Conduct CAPEX cost estimation across project stages for Oil & Gas and Water & Wastewater projects.

• Perform Life Cycle Cost Analysis for equipment.

• Utilize Monte Carlo Simulation for Contingency Risk Analysis.

• Execute feasibility studies including economic analysis and NPV/IRR calculations.

Tendering & Procurement:

• Prepare price schedules and Bills of Quantities for tender packages.

• Collaborate with engineers and contractors on cost estimate adjustments.

• Manage procurement activities, including RFQ and RFP processes.

Documentation & Collaboration:

• Create and maintain a cost database for equipment and materials.

• Demonstrate proficiency in cost estimation software and MS Office tools.

• Communicate effectively with stakeholders and negotiate estimates and project costs.

Qualifications & Experience:

• Bachelor’s degree in Engineering.

• 10+ years of experience in consultancy, FEED, Detailed Design, and EPC projects with a focus on cost estimation.

• Strong market knowledge of sourcing materials and services.

• Familiarity with international standards and specifications.

• CCP certification is an advantage.

• Proficient in cost estimation software and MS Office.

• Excellent communication, presentation, and negotiation skills.

• Self-motivated, resilient, and capable of handling high-pressure environments.

• Fluent in written and spoken English.
