Dubai Department of Economy and Tourism (DET) is seeking a Manager of Budgeting & Planning to lead annual and quarterly budgeting and forecasting processes. This role ensures alignment with DET’s strategic goals, financial compliance, and accurate financial reporting. The manager will develop financial models, conduct variance analysis, oversee treasury functions, and support strategic financial decision-making. This position is open exclusively to UAE Nationals.

Key Responsibilities

• Coordinate annual and quarterly budgeting and forecasting processes in line with DET’s strategic goals and financial regulations.

• Develop comprehensive financial models for decision-making, including scenario analysis and risk assessments.

• Review departmental budgets and financial plans, perform variance analysis, and track performance against objectives.

• Enhance financial reporting accuracy and timeliness across departments.

• Manage monthly financial reports and ensure precise budget submissions.

• Facilitate preparation, analysis, and consolidation of DET’s annual budgets; coordinate approvals with the Department of Finance.

• Prepare projected expenditure plans, periodic expense reports, and generate accurate financial forecasts.

• Ensure compliance with financial strategies, policies, and local regulations.

• Serve as the primary contact for external auditors and stakeholders, facilitating discussions and information sharing.

• Execute treasury activities to secure funding and monitor financial transactions.

• Participate in refining finance policies and procedures to improve efficiency and compliance.

• Assist internal stakeholders with data submissions during budget preparation.

• Monitor budget utilization and generate detailed financial performance reports.

• Contribute to drafting annual or governmental reports in compliance with regulations.

• Conduct benchmarking studies to align DET’s financial practices with current standards.

Qualifications & Skills

• Education: Bachelor’s degree in Finance, Accounting, Business Administration, or related field.

• Experience: Extensive experience in budgeting, financial planning, reporting, and treasury management.

• Strong analytical, financial modeling, and problem-solving skills.

• Excellent communication and stakeholder management abilities.

• Knowledge of local financial regulations and compliance standards.
