The International Rescue Committee (IRC), a leading global humanitarian organization, is seeking an ERT Deputy Director of Programs to lead emergency response initiatives in Dubai and globally. This full-time on-site role is responsible for strategic leadership, program quality, delivery, partnership development, and staff management for IRC’s emergency programs. The ERT Deputy Director will oversee technical program implementation across Health, Cash & Basic Needs, Education, and Protection sectors, ensuring evidence-based, needs-driven, and donor-compliant programming.
Key Responsibilities:
Strategic Leadership:

Lead and manage IRC emergency programs, maintaining strategic program direction and growth.

Oversee emergency response plans and transition to country program Strategy Action Plans (SAP).

Build strategic partnerships with local actors and foster collaboration with stakeholders.
Program Quality & Delivery:

Ensure programming aligns with IRC’s Outcomes and Evidence Framework (OEF) and emergency response plans.

Provide technical support to partners and staff for high-quality program implementation.

Oversee project management, workplans, budgets, and safeguarding risk mitigation.

Maintain strong communication with donors and coordinate with local authorities, INGOs, and UN agencies.
Business Development & Grants Management:

Identify funding opportunities, develop proposals, and ensure donor compliance.

Integrate strategic partnership considerations in program design.
Staff Performance & Development:

Supervise, mentor, and evaluate direct-report staff.

Promote a culture of accountability, safeguarding, and staff well-being.

Facilitate performance management and team cohesion across departments.
Requirements & Qualifications:
-
At least 8 years of experience in conflict and humanitarian environments with program leadership responsibilities.

Proven ability to manage programs in complex emergency and security contexts.

Familiarity with IRC core emergency programming areas: Health, Protection, Cash & Basic Needs, Education.

Strong leadership, people management, interpersonal, negotiation, and coordination skills.

Excellent MS Office skills and ability to work independently and in teams.

Deployment readiness: ability to travel to emergency contexts 65% of the time and within 72 hours of notification.

Language skills: Excellent English; knowledge of French, Arabic, or Spanish is strongly preferred.
