Dubai Careers is seeking a Chief Pension Systems Specialist to enhance the efficiency and effectiveness of military pension system applications. The role focuses on developing, configuring, and maintaining technical systems to ensure accurate, modernized data management and seamless integration with government entities. The position supports Dubai’s digital transformation initiatives and smart service delivery while ensuring compliance with local regulations and strategic objectives.
Key Responsibilities:

Develop and monitor digital transformation projects for military pension systems, ensuring integration with government HR and financial systems.

Design system architectures, including user interfaces, workflows, and pension calculation mechanisms, in line with local and international best practices.

Analyze business requirements and organizational needs to identify continuous system improvements, reduce errors, and enhance user experience.

Address complex technical queries from military entities and retirees, coordinating with Dubai Digital Government and related stakeholders.

Update policies, procedures, and guidelines for pension systems, ensuring alignment with best practices.

Prepare and migrate data accurately into new systems while maintaining historical data integrity.

Conduct regular site visits to military units to collect operational feedback and implement system improvements.

Participate in business analysis sessions for special pension cases and exceptions.

Maintain technical documentation, integration guides, and user manuals; implement system updates and preventive maintenance plans.

Oversee testing in sandbox environments and coordinate updates in live systems with consulting firms, adhering to information security policies.

Ensure secure electronic linkage between pension systems and federal/local government entities.

Coordinate with Dubai Digital Government teams on cybersecurity standards and technical support.

Prepare periodic reports for senior management on performance metrics, technical challenges, and improvement recommendations.

Provide technical support and training to system users, including government and military personnel, through specialized workshops and training materials.

Facilitate knowledge transfer to new staff to ensure continuity of institutional knowledge and operational efficiency.

Perform additional tasks as assigned related to the role.
Key Requirements & Skills:

Bachelor’s degree in Information Technology, Business Administration, or related field.

Minimum 9 years’ experience for Master’s holders / 6 years for PhD holders in a similar role.

Professional certifications preferred: IT Service Management (ITSM), Project Management (PMP), relevant programming languages.

Strong technical, analytical, and problem-solving skills.

Experience with system integration, data accuracy, and government regulatory compliance.

Ability to provide training and technical support to diverse users.
