Parsons Corporation is seeking an experienced Stakeholder Manager to lead stakeholder engagement strategies for large-scale infrastructure and rail projects in Dubai. This role requires strong communication and leadership skills to coordinate with government authorities, secure permits, and ensure regulatory compliance. Arabic-speaking professionals with a background in engineering and stakeholder management are highly encouraged to apply.

Key Responsibilities:

• Develop and implement stakeholder engagement and management strategies across all project phases.

• Act as the primary liaison between project teams and government authorities, municipalities, transport agencies, and regulatory bodies.

• Facilitate project approvals, permits, licenses, and land acquisition processes.

• Organize stakeholder meetings, consultations, and workshops to align project goals with external requirements.

• Monitor policy changes, urban planning guidelines, and regulatory frameworks affecting the project.

• Address and resolve conflicts, permitting challenges, and compliance issues.

• Lead communication and public relations efforts to maintain positive community and government relations.

• Collaborate with contractors, consultants, and legal teams on approvals and risk mitigation.

Key Requirements:

• Bachelor’s degree in Architecture, Civil, or Mechanical Engineering.

• 12+ years of stakeholder management, public affairs, or government relations experience in the rail or infrastructure sector.

• Strong knowledge of Dubai’s regulatory frameworks, transportation policies, and urban planning guidelines.

• Arabic language proficiency is mandatory.

• Proven experience in engaging with senior government officials and regulatory authorities.

• Excellent communication, negotiation, leadership, and conflict resolution skills.
