Dubai Careers – A Smart Dubai Initiative is seeking a Senior Specialist – Licensing Quality, Health, Safety & Sustainability Office to support the Licensing Agency (LA) in strategic planning, QHSE management, and sustainability compliance. This role involves ensuring alignment with RTA’s corporate objectives, managing performance systems, and driving continuous improvement in operational efficiency.

Key Responsibilities:

• Develop and implement QHSE risk management plans aligned with LA’s strategic objectives.

• Coordinate and prioritize activities to meet annual budget requirements (Capex & Opex).

• Support setting strategic direction and objectives for the Licensing Agency.

• Prepare executive-level reports and presentations for senior management.

• Evaluate departmental performance regarding LA’s strategic plan implementation.

• Ensure clear assignment of roles and responsibilities across departments.

• Review project reports for accuracy and quality before submission to the CEO.

• Design, develop, and monitor databases and systems for performance tracking.

• Develop Key Performance Indicators (KPIs) to measure organizational success.

• Advise on financial planning and recommend adjustments during project implementation.

• Ensure compliance with ISO 31000 standards and other regulatory frameworks.

• Monitor non-conformance issues and ensure corrective actions are implemented effectively.

• Coordinate activities between departments and the CEO’s office for operational alignment.

• Provide support for training needs to ensure skilled personnel in implementing strategies.

• Manage data input into RTA’s performance monitoring system “ADAA.”

• Monitor and evaluate audits, inspections, and management review mechanisms.

Qualifications & Requirements:

• Bachelor’s degree in Industrial, Mechanical, or Information Technology Engineering from a recognized university (Master’s degree preferred).

• 8–10 years of experience in strategic planning, occupational health and safety, or quality management.

• Strong knowledge of traffic regulations, compliance standards, and risk assessment frameworks.

• Proficiency in developing KPIs and performance management systems.

• Excellent communication, planning, and organizational skills.

• Open to all nationalities (priority given to UAE Nationals).
