Raytheon Emirates Limited (REL) is seeking an experienced Program Manager to lead and manage a portfolio of projects for military and UAE government organizations. The role involves overseeing up to six projects with a total portfolio value of $100M, ensuring financial and operational success while maintaining strong customer relationships. The Program Manager will collaborate with senior stakeholders and play a key role in strategic planning, risk management, and business growth initiatives.

Key Responsibilities:

• Program Leadership:

  • Lead planning, coordination, and execution of program operations, including risk and budget management.

  • Develop and maintain project master plans and schedules to ensure timely execution.

  • Manage, track, and report project progress in line with customer key performance indicators.

  • Identify and mitigate project risks and opportunities while ensuring regulatory compliance.

• Business Growth & Stakeholder Management:

  • Support bid and proposal efforts and explore new business opportunities to support company growth.

  • Maintain effective relationships with internal teams, customers, suppliers, and contractors.

  • Ensure alignment with government and defense sector expectations.

• Team & Performance Management:

  • Supervise and develop team members, ensuring capability and capacity for assigned tasks.

  • Manage performance and development cycles for achieving business objectives.

  • Motivate and lead teams across multiple time zones and organizations.

Minimum Qualifications:

• Education: Bachelor’s degree in Program Management, Business, Logistics, Science, Technology, Engineering, Mathematics (STEM), or a related discipline.

• Experience: Minimum 7 years of relevant experience in project or program management.

• Technical Skills:

  • Strong background in strategic planning and risk management.

  • Experience managing integrated schedules and financial aspects of proposals.

  • Proficiency in leading mid-sized teams with independence and accountability.

Preferred Qualifications:

• Defense & Aerospace Experience: Knowledge of naval or aerospace programs and managing defense projects.

• Cross-functional Leadership: Experience leading projects across multiple geographic locations and time zones.

• High-Complexity Management: Ability to handle dynamic and evolving project requirements.

• Strong Communication & Decision-making: Ability to navigate political factors and manage multiple stakeholders.
