Rowad Modern Engineering is seeking a skilled and experienced Public Relations Officer (PRO) to act as the primary liaison between the company and UAE government authorities. The PRO will handle visas, permits, compliance documentation, and construction-specific approvals, ensuring smooth operations and legal adherence. This role is critical in safeguarding workforce operations and maintaining project timelines in the high-compliance construction industry.

Key Responsibilities:

• Process employee visas, labor cards, Emirates IDs, renewals, cancellations, and exit permits through MOHRE, GDRFA, DED, and DM portals (TASHEEL, Amer).

• Manage construction-specific permits such as municipal approvals, site access permits, and environmental clearances.

• Ensure compliance with UAE labor and immigration laws (e.g., WPS, midday break policies, accommodation standards).

• Oversee labor camp registrations, workforce insurance, and contract attestations.

• Support onboarding and offboarding processes including medical testing, bank account openings, and final settlements.

• Maintain audit-ready records of all government transactions and approvals.

• Build and maintain strong relationships with government entities including immigration, police, and free zones.

• Handle urgent cases such as repatriation and absconding reports.

• Process payments through e-Dirham and reconcile related fees.

• Prepare for inspections and address labor complaints effectively.

Required Skills & Qualifications:

• Bachelor’s degree in Business Administration, Law, or a related field.

• Minimum 3 years of PRO experience in the UAE construction sector.

• Strong knowledge of MOHRE, GDRFA, TASHEEL, and Amer systems.

• Proven experience handling construction permits (DED/DM approvals).

• In-depth knowledge of UAE labor and immigration laws.

• Strong connections and networking ability with government stakeholders.

• Excellent organizational, communication, and problem-solving skills.
