We are seeking a detail-oriented and compliance-driven Human Resources Operations Manager to oversee the full spectrum of HR operations in a fast-paced fintech or financial services environment. Based in Dubai, this on-site role is responsible for managing employee lifecycle processes, regulatory compliance, labor law adherence, HR documentation governance, and supporting internal audits. The ideal candidate will bring 5+ years of HR operations experience within regulated industries and a strong understanding of UAE labor law and relevant authority guidelines (MOHRE, CBUAE, etc.).
Key Responsibilities:
HR Operations Management

Oversee day-to-day HR operations including onboarding, lifecycle, offboarding, and HRIS updates.

Ensure employee records, contracts, and visa processes are compliant with UAE labor regulations.

Handle issuance of employment documentation including offers, promotions, and exit letters.

Manage benefits and leave administration; coordinate with insurance providers.

Respond to employee queries on HR policies and benefits efficiently.
HR Compliance & Regulatory Alignment

Ensure HR practices comply with UAE labor laws, CBUAE regulations, and free zone requirements.

Monitor changes in labor laws and regulatory guidelines; update policies accordingly.

Lead HR audits and reporting, maintain accurate documentation, and liaise with regulatory bodies.

Keep employee handbooks and HR manuals up to date with legal requirements.
Employee Relations & Governance

Support investigations, grievance procedures, and disciplinary actions in compliance with legal standards.

Maintain formal records of ER cases, disciplinary logs, and grievance outcomes.

Deliver training on HR policies and compliance practices.

Act as point of contact for internal HR compliance audits and reports.
HR Process Improvement & Reporting

Identify opportunities for automation and HR process efficiency.

Deliver regular reports on HR metrics, onboarding/offboarding, and compliance risks.

Support digitization of employee records and HR workflows.
Qualifications and Experience:

Bachelor’s degree in HR, Business Administration, Law, or related field.

Professional HR certifications (CIPD, SHRM-CP, PHR) preferred.

Minimum 5 years of HR operations experience in fintech, banking, or a regulated industry.

Strong knowledge of UAE Labor Law, immigration, MOHRE, and CBUAE regulations.

Proficiency with HRMS platforms and digital recordkeeping tools.

Proven experience in audit preparation, regulatory reporting, and HR governance.
