Talent Acquisition Lead

Hill International is seeking a Talent Acquisition Lead for the Middle East region to drive strategic recruitment efforts and oversee a small team while actively engaging in end-to-end hiring processes. The role requires strong stakeholder management, market insights, and process optimization to attract top-tier talent in the PMCM (Project & Construction Management) sector.

Key Responsibilities:

Lead & Mentor: Guide the TA team while handling sourcing, screening, and interviewing.
Strategic Hiring: Align talent acquisition strategies with business objectives.
Stakeholder Collaboration: Engage with hiring managers to meet recruitment needs.
End-to-End Recruitment: Oversee job descriptions, candidate assessments, and offer negotiations.
Market Insights: Analyze industry trends, competitor activities, and salary benchmarks.
Employer Branding: Partner with the marketing team for branding & recruitment campaigns.
Performance Metrics: Track KPIs to assess and improve hiring processes.
Process Enhancement: Identify and implement workflow optimizations.
Advanced Sourcing: Use modern tools & platforms for specialized talent acquisition.
Competency-Based Hiring: Conduct structured assessments and feedback for better hiring decisions.
Applicant Tracking System (ATS): Ensure accurate data entry & reporting.
Talent Pipeline Development: Build a strong pool of pre-qualified candidates for key roles.
Cross-Functional Coordination: Work with HR, visa, and mobilization teams for smooth onboarding.
Legal & Compliance: Ensure hiring processes align with labor laws & organizational policies.

Key Qualifications & Skills:

Education: Bachelor’s degree in Human Resources, Business Administration, or related field.
Experience: 12+ years in recruitment, with leadership and technical hiring expertise.
Industry Knowledge: Strong understanding of the Middle East labor market & PMCM sector.
Leadership Skills: Experience in managing & mentoring recruitment teams.
Tech Proficiency: Skilled in ATS platforms, HR tools, and data-driven recruitment.
Employer Branding: Ability to position the company as an employer of choice.
Ethical Integrity: Commitment to professional & ethical recruitment practices.
Strong Communication: Ability to engage stakeholders & candidates at all levels.
