Senior Property Manager

Role Overview

We are seeking an experienced Senior Property Manager to oversee the strategic sourcing, leasing, compliance, and operational performance of a leased property portfolio across the UAE, with a primary focus on labour camps and workforce accommodation.

This role manages non-owned assets only and is responsible for ensuring full compliance with UAE laws, municipal regulations, and workforce accommodation standards, while optimizing operational efficiency, cost control, and employee welfare across multiple sites.


Key Responsibilities

Property Sourcing & Lease Management

  • Identify, evaluate, and secure leased properties including labour camps, workforce accommodation, offices, warehouses, yards, and support facilities

  • Conduct market assessments, feasibility studies, and location evaluations

  • Lead landlord negotiations, lease renewals, renegotiations, expansions, exits, and consolidations

  • Coordinate with Legal and Finance on lease structuring, commercial terms, and risk mitigation

  • Maintain a centralized lease register covering key dates, clauses, and contractual obligations


Labour Camp & Workforce Accommodation Management (Core Focus)

  • Oversee end-to-end operations of labour camps and staff accommodation facilities

  • Ensure compliance with UAE Labour Law, MOHRE regulations, and municipal authority standards

  • Maintain compliance with Civil Defense and Fire & Life Safety requirements

  • Monitor occupancy density, room standards, hygiene, and workforce welfare conditions

  • Coordinate inspections, audits, and corrective actions across accommodation sites

  • Work closely with HR, HSE, and Operations teams on accommodation planning and welfare initiatives


Regulatory Compliance & Governance

  • Ensure compliance with Ejari/Tawtheeq registrations, accommodation licensing, and municipal approvals

  • Manage authority inspections and respond to non-compliance notices

  • Stay up to date with UAE property, accommodation, and safety regulations

  • Develop, implement, and enforce internal property and accommodation governance procedures


Contract Administration & Facilities Oversight

  • Manage property-related contracts including facilities management, utilities, security, cleaning, and waste services

  • Monitor service providers to ensure SLA and KPI compliance

  • Coordinate site mobilizations, demobilizations, handovers, and closures

  • Maintain structured, audit-ready documentation and records


Budgeting & Cost Control

  • Prepare and manage annual property and accommodation budgets

  • Monitor lease liabilities, operating expenses, and cost-saving initiatives

  • Identify optimization opportunities without compromising compliance or employee welfare

  • Support Finance with forecasts, accruals, and lease reporting


Stakeholder Management

  • Act as the primary internal point of contact for HR, HSE, Operations, Finance, and Legal teams

  • Manage external relationships with landlords, government authorities, FM providers, and utility companies


Requirements

  • Bachelor’s degree in Property Management, Real Estate, Engineering, Facilities Management, or related field

  • 10–15 years’ experience in property or facilities management within the UAE

  • Mandatory experience managing labour camps or workforce accommodation

  • Proven experience managing leased property portfolios (non-owned assets)

  • Strong knowledge of UAE regulatory and compliance frameworks

  • Excellent lease negotiation, contract management, and stakeholder management skills

  • High attention to detail with strong documentation and reporting capabilities

  • Ability to work independently across multiple sites in a complex operational environment


Salary

AED 12,000 – 15,000 per month, inclusive of fixed allowances.
