Job Title: Senior HSE Engineer
Job Description:
We are seeking a Senior HSE Engineer with strong leadership abilities and a solid background in health, safety, and environmental practices, particularly within large-scale construction projects. You will be responsible for maintaining the highest HSE standards on-site and ensuring full compliance with local and international safety regulations. This role also requires the ability to act as the HSE Manager during their absence.
As a Senior HSE Engineer, you will take a proactive approach to safety management, conduct inspections, lead investigations, enforce compliance, and mentor HSE officers on-site.
Key Responsibilities:

Serve as the key safety authority on-site, deputizing for the HSE Manager when needed.

Lead the implementation of HSE strategies during construction and operational phases.

Monitor and communicate safety performance to the Project Manager and other key stakeholders.

Conduct daily HSE inspections, identify risks, and recommend corrective actions.

Investigate incidents and accidents, determine root causes, and suggest improvement measures.

Supervise and assign responsibilities to HSE Officers and Inspectors.

Develop and implement the Project HSE Plan and other key HSE documentation.

Track and follow up on safety violations and ensure timely closure.

Conduct HSE inspections across multiple project locations including labor accommodations and plant sites.

Issue stop-work orders when imminent danger or non-compliance is identified.

Ensure compliance with statutory regulations such as ADPHC, OSHAD, DM safety codes, and company SOPs.

Liaise with local authorities and ensure all permits and safety-related documentation are up to date.

Review risk assessments and method statements and ensure relevant briefings are conducted.

Analyze incident trends and prepare monthly HSE reports for submission to senior management.

Support site security by coordinating with logistics and reporting any security risks.

Monitor on-site medical support staff and safety personnel attendance.
Qualifications & Skills:

Bachelor’s degree in HSE, Civil, Mechanical, Electrical, Marine, or Industrial Engineering.

Mandatory: NEBOSH General Certificate in OHS or equivalent (NVQ Level 3), ISO 45001 Lead Auditor.

Preferred: OSHA 10–30 hrs certification and other specialized HSE training.

Minimum of 10 years’ experience in HSE roles, preferably within high-rise building projects.

Strong knowledge of local HSE regulations and best practices.

Excellent communication, leadership, and incident investigation skills.
