Eli Lilly and Company, a global healthcare leader headquartered in Indianapolis, is seeking a Senior Director – International Public Policy for the META (Middle East, Turkey, Africa) region with additional support responsibilities for India. This leadership role will drive public policy strategy, shape the external policy environment, and support business objectives to improve patient access, defend innovation, and foster sustainable growth.
Key Responsibilities:

Develop and execute coordinated public policy strategies across META, aligned with global priorities and in collaboration with cross-functional teams.

Monitor, assess, and draft policy documents to address evolving trends such as intellectual property, HTA, cost containment, procurement models, industrial frameworks, obesity/NCD strategies, and digital health integration.

Partner with functional leaders (Regulatory, Legal, Government Affairs, Market Access, and Business Units) to anticipate risks and enable access and innovation.

Provide strategic policy input for India, aligning global policy initiatives with local needs.

Represent Lilly in external policy discussions and foster partnerships with think tanks, academia, and international/multilateral organizations.

Act as primary advisor on policy matters for META, providing strategic insights, evidence-based guidance, and support for executive engagements.

Prepare reports, talking points, and background materials for senior leadership and stakeholders.

Track geopolitical and trade implications, helping shape internal understanding and external positioning.
Experience & Qualifications:
-
Minimum 15 years’ experience in public policy, healthcare policy, or government affairs, preferably within the pharmaceutical, biotech, or life sciences sector.

Strong expertise across multiple META countries, with familiarity in India’s policy landscape preferred.

Proven ability to design and advocate for policies balancing business and public health priorities.

Exceptional analytical, writing, and influencing skills with success in managing complex stakeholder ecosystems.
Education:

Advanced degree in Public Policy, Law, Health Economics, International Relations, Pharmaceutical Sciences, or related field.

Willingness to travel extensively across META, India, and internationally.

Fluency in English required; Arabic proficiency is an advantage.
