Job Overview:

The Proposal Lead is responsible for managing the end-to-end proposal process, ensuring the preparation and submission of high-quality techno-commercial proposals. This role involves cost estimation, technical clarifications, supplier coordination, and BOQ/MTO preparation for fabrication quotes, E&I components, and other process skid package elements.

Key Responsibilities:

• Oversee the proposal lifecycle from opportunity identification to award.

• Evaluate RFQ requirements and project specifications to ensure alignment with client expectations.

• Develop comprehensive and competitive proposals with accurate scope definition, technical details, and commercial terms.

• Provide support to the sales team through bid clarification meetings and pre-bid technical discussions.

• Facilitate a seamless transition of awarded projects to the execution team.

• Leverage knowledge of piping, structural, and E&I disciplines for proposal accuracy.

• Prepare data sheets, specifications, purchasing documents, and technical evaluations for mechanical equipment and bulk materials.

• Familiarity with industry standards, including KOC, ADNOC, SAUDI ARAMCO, PDO, Qatar Energy, Shell DEP’s, and international codes, is a plus.

• Collaborate with internal teams and external stakeholders to foster a team-oriented approach.

• Enhance and maintain proposal development tools and processes for improved efficiency and accuracy.

• Potential for international travel as required.

Qualifications & Experience:

• Education: Bachelor’s degree in Chemical or Mechanical Engineering (or equivalent qualifications).

• Experience: 8–10 years in the oil & gas industry, preferably with OEMs, EPC, EPCM, or PMCs.

• Technical Skills:

  • Strong knowledge of manufacturing processes is an asset.

  • Proficiency in MS Office applications (Word, Excel, PowerPoint).

  • Analytical and problem-solving capabilities.

  • Ability to manage multiple priorities in a fast-paced environment.

  • Self-motivated with the ability to work independently and remotely when required.

  • Proven track record of delivering proposals on time with accuracy.
