Job Title: Proposal Manager – Gas Treating Process Skid Packages

The Proposal Manager is responsible for preparing techno-commercial proposals, cost estimation, technical clarifications, and the preparation & floating of sub-supplier RFQs. This includes preparing Bills of Quantities (BOQs), Material Take-Offs (MTOs) for fabrication quotes, Electrical & Instrumentation (E&I) items, and other various bought-out components in the Process Skid Packages. The role ensures the successful management of the proposal process from opportunity identification to award and focuses on delivering high-quality proposals that align with customer and project requirements.
Duties and Responsibilities:
- Manage the proposal process from initial opportunity to final award.
- Evaluate request for quotation (RFQ) requirements and project specifications.
- Ensure the scope definition, technical/commercial accuracy, completeness, and timeliness of proposal submissions.
- Provide support to the sales team through bid clarification meetings and pre-bid technical discussions.
- Facilitate a smooth transition of information to the Project Department upon award of the contract.
- Knowledge of Piping and Structural E&I disciplines is advantageous.
- Prepare data sheets, specifications, purchasing documents, and technical evaluations for mechanical equipment and bulk items.
- Familiarity with KOC, ADNOC, SAUDI ARAMCO, PDO, Qatar Energy Shell DEP’s, and international codes is beneficial.
- Liaise and coordinate with internal resources (sales, departments, etc.) and external stakeholders (clients, sub-vendors, etc.) to foster strong relationships and a collaborative team culture.
- Assist in developing and maintaining quoting tools and procedures to improve proposal accuracy and success rates.
- International travel may be required as part of the role.
Requirements:
Skills and Experience:
- Minimum 8 to 10 years of relevant experience in the oil and gas industry, ideally with OEMs, EPC, or EPCM/PMCs.
- A degree in Chemical/Mechanical Engineering or equivalent qualifications and experience.
- Manufacturing knowledge or experience is an asset.
- Strong technical, analytical, and problem-solving capabilities.
- Excellent organizational skills and the ability to prioritize tasks to meet tight deadlines.
- Proficiency in MS Office applications (Word, Excel, PowerPoint).
- Ability to perform effectively in both individual and team environments.
- Ability to work remotely with minimal supervision when needed.
- Demonstrated ability to meet deadlines and perform in a fast-paced work environment.
