Programme Manager (Governance in MSMEs)
Pearl Initiative Sharjah , UAE

Pearl Initiative is seeking a Programme Manager to lead its flagship “Governance in MSMEs” Programme, aimed at strengthening governance, ethical practices, and long-term resilience in the Micro, Small, and Medium Enterprises (MSMEs) sector across the GCC region.

This full-time, on-site role requires a visionary leader capable of designing and delivering impactful programmes while driving business development, partnerships, and fundraising initiatives. The Programme Manager will oversee project implementation, stakeholder engagement, impact measurement, and team mentorship, with a strong focus on thought leadership, innovation, and sustainability.

Key Responsibilities:

  • Design and execute strategic programming to promote governance and sustainability in MSMEs.

  • Build community engagement through workshops, forums, and networking events.

  • Manage high-impact projects including research, training, and executive education.

  • Secure funding through business development, partnerships, and proposal writing.

  • Lead programme teams and external vendors to ensure timely, compliant delivery.

  • Generate thought leadership content (white papers, op-eds, reports) in English and Arabic.

  • Track programme impact through data collection, analysis, and reporting.

  • Foster team growth, learning, and cross-functional collaboration.

  • Represent Pearl Initiative at industry events and strategic convenings.

Qualifications & Experience:

  • Master’s degree in Business Administration or relevant field.

  • 7+ years’ experience in programme management within non-profits, think tanks, MSME ecosystems, or similar sectors.

  • Strong expertise in governance frameworks, compliance, and sustainability practices.

  • Proven track record in business development and fundraising.

  • Experience managing high-level stakeholders and developing market-driven solutions.

  • Excellent written and verbal communication skills; fluency in both English and Arabic is mandatory.

  • Additional certifications in project management, impact measurement, or corporate governance are preferred.
