talabat, a leading food and grocery delivery platform and part of the global Delivery Hero Group, is seeking a Program Manager – Emiratization to design and lead its Emiratization strategy in alignment with national objectives and internal business goals. This is a full-time role based in Dubai, ideal for a passionate, people-first professional who is committed to empowering Emirati talent and building impactful career development programs.
The Program Manager will oversee the end-to-end implementation of Emiratization initiatives, partner with key internal and external stakeholders, and develop strategic programs that foster the growth and retention of UAE nationals at talabat. Key Responsibilities:
Strategy & Planning:

Develop and lead talabat’s Emiratization strategy in alignment with UAE national goals and business needs.

Build multi-year workforce plans to increase Emirati representation across departments.

Define and track annual KPIs and metrics to measure the success of Emiratization programs.
Program Management:

Manage the full lifecycle of Emiratization initiatives from talent acquisition to retention.

Work with Talent Acquisition to grow Emirati talent pipelines and enhance employer branding.

Collaborate with business units to identify suitable roles for UAE nationals and ensure smooth integration.

Stay current on Emiratization trends and use data to inform program design and improvements.
Stakeholder Engagement:

Act as the key liaison for internal departments and external partners including MOHRE, NAFIS, and educational institutions.

Support leadership with insights on Emiratization risks, opportunities, and compliance requirements.
Talent Development:

Create development programs for Emirati talent including early-career pathways, leadership readiness training, and mentorship initiatives.

Design onboarding and progression frameworks that support rapid skill development and career growth.

Share success stories to boost engagement and showcase program impact.
Qualifications and Experience:

Minimum 6 years of experience in Emiratization, talent development, or HR program management, preferably in a tech or digital-first organization.

Deep understanding of UAE labor laws and national Emiratization frameworks such as NAFIS and MOHRE.

Proven ability to design, launch, and scale talent localization programs.

Strong strategic thinking and project execution capabilities.

Excellent interpersonal and stakeholder management skills.
