Deyaar Development PJSC is seeking a highly experienced Manager – Payroll and Benefits Administration to lead the design, execution, and administration of our compensation and benefits programs. You will be instrumental in ensuring payroll accuracy, regulatory compliance, and market competitiveness — all while aligning rewards strategies with organizational objectives.
This is a senior-level HR opportunity for professionals with a strategic mindset and deep expertise in payroll, employee benefits, job evaluations, and manpower budgeting.
🎯 Key Responsibilities:

Develop and execute compensation strategies that align with Deyaar’s growth and workforce goals.

Lead payroll operations, ensuring accuracy, timeliness, and regulatory compliance.

Administer benefits programs, including medical, wellness, and retirement plans.

Conduct market benchmarking and job evaluations to maintain fair, competitive compensation.

Oversee bonus, incentive, and performance-linked compensation frameworks.

Ensure compliance with UAE labor laws and reporting standards.

Collaborate with IT/ERP teams to maintain and optimize HR and payroll systems.

Produce HR analytics and insights from payroll and compensation data to support workforce planning.

Manage the annual manpower budget for compensation and benefits.

Handle vendor management, audits, and employee queries related to pay and benefits.

Contribute to policy development for compensation, benefits, and reward systems.
🧠 Requirements:

Bachelor’s Degree in HR, Business Administration, Finance, or a related field.

Minimum 15 years of experience in compensation & benefits, with at least 5+ years in a managerial role.

Deep understanding of UAE labor laws, statutory benefits, and payroll regulations.

Strong analytical skills; ability to extract insights from HRIS, ERP, or payroll systems.

Excellent interpersonal and stakeholder management skills.

High level of confidentiality, accuracy, and attention to detail.

Demonstrated success in designing compensation frameworks, managing vendors, and driving cost-effective benefits strategies.
