Position: HSE Manager

Position Overview:
A leading developer-backed construction firm in Dubai is seeking a proactive and experienced HSE Manager to drive the development, implementation, and continuous improvement of comprehensive health, safety, and environmental strategies across major construction sites.

In this role, you will ensure adherence to UAE regulations and international standards, foster a strong safety culture among teams and subcontractors, and serve as the key point of contact for HSE matters from project planning to delivery.

Key Responsibilities:

• Develop, roll out, and monitor company-wide HSE policies and site-specific safety plans.

• Lead the preparation of risk assessments, method statements, and emergency preparedness plans.

• Ensure compliance with UAE HSE legislation and international standards (ISO 45001, ISO 14001, etc.).

• Conduct routine safety inspections, audits, and incident investigations; perform root cause analyses.

• Deliver HSE induction, training, and awareness programs to site teams and subcontractors.

• Liaise with authorities (Dubai Municipality, Civil Defense, etc.) to secure necessary approvals and ensure regulatory compliance.

• Maintain accurate HSE records, reports, and data analytics to track safety performance.

• Promote behavioral safety initiatives to embed a safety-first mindset.

• Act as the primary HSE advisor to senior management, project teams, and external stakeholders.

Requirements:

• Bachelor’s degree in Engineering, Occupational Safety, Environmental Science, or a related field.

• Professional HSE certifications (NEBOSH IGC/IDip, IOSH, OSHA) are essential.

• 12–15 years of HSE experience within the construction industry, including at least 5 years in a managerial capacity in the GCC.

• Deep knowledge of UAE HSE laws, Dubai-specific requirements, and industry best practices.

• Proven ability to lead and embed HSE systems across large-scale, complex projects.

• Strong communication, leadership, and incident management skills.

• Proficiency with HSE software tools and reporting platforms.
