About the Role

We are seeking an experienced and proactive HSE Manager to lead Health, Safety, and Environmental operations across our Dubai-based construction projects.

This role is responsible for driving a culture of safety excellence, ensuring full compliance with UAE regulations and international standards, and embedding HSE best practices into all operational activities. The successful candidate will act as a strategic partner to project and site teams, ensuring safety performance is maintained at the highest level.

Key Responsibilities

HSE Strategy & Compliance

• Develop, implement, and maintain company-wide HSE policies and procedures

• Ensure compliance with UAE regulatory requirements and international standards

• Prepare documentation and reports for regulatory authorities

Risk Management & Auditing

• Conduct regular site inspections, risk assessments, and internal audits

• Identify hazards and implement corrective and preventive actions

• Monitor compliance across active construction sites

Incident Management

• Lead investigations into incidents and near misses

• Prepare detailed reports with root cause analysis

• Recommend and implement preventive measures

Training & Culture Development

• Deliver HSE induction sessions and awareness training programs

• Promote safe working practices across all levels of the organization

• Foster a proactive safety culture and continuous improvement mindset

Emergency Preparedness

• Develop and manage emergency response plans

• Conduct drills and ensure readiness across sites

Candidate Requirements

• Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or related field

• Minimum 5 years of HSE management experience within construction or industrial sectors

• Strong knowledge of UAE HSE legislation and international best practices

• Proven experience conducting audits, risk assessments, and incident investigations

• Strong leadership and communication skills

• Ability to influence stakeholders across multiple levels

Certifications (Preferred)

• NEBOSH Certification

• IOSH Certification

• Equivalent international HSE qualifications
