We are partnering with a prominent organization in Dubai that is seeking a dynamic UAE National HR Director to establish and lead its dedicated in-house HR function. Reporting directly to the CEO, this role offers a rare opportunity to build the HR department from scratch, driving strategy, culture, and organizational transformation.
Key Responsibilities:

Establish and structure the organization’s standalone HR department, transitioning from shared services.

Develop and implement HR policies, frameworks, and systems aligned with business goals and UAE labor regulations.

Oversee core HR functions, including talent acquisition, employee relations, compensation & benefits, performance management, and organizational development.

Act as a strategic advisor to the CEO and leadership team on HR and people-related strategies.

Build, mentor, and manage a high-performing HR team to support current and future organizational growth.

Lead change management initiatives to ensure smooth HR transformation.

Design and roll out programs for succession planning, talent management, and employee engagement.

Drive the implementation of HR technologies and tools to enhance efficiency, transparency, and data-driven decision-making.

Ensure full compliance with legal and regulatory standards.
Requirements:
-
UAE National with a Bachelor’s degree in Human Resources or related field.

Minimum of 10 years of progressive HR experience, with proven leadership at Director or Head level (Manager level not considered).

Expertise in at least two major HR areas: Talent Acquisition, Compensation & Benefits, HR Strategy, Organizational Development, or HR Generalist functions.

Strong English communication skills alongside Arabic.

Preferably experienced in engineering, infrastructure, or government-related sectors.

Based on-site in Al Garhoud, Dubai, with flexibility to work extended hours during the initial setup phase.
