A confidential, leading organization in Dubai is seeking an experienced HR & Administration Manager to lead strategic and operational HR and administration initiatives. Job Summary:
The HR & Administration Manager will play a pivotal role in aligning human resource strategies with business objectives. This role will oversee all aspects of HR and administrative operations, ensuring compliance with UAE labor laws and enhancing employee engagement, performance, and development.
Key Responsibilities:
Strategic HR Management

Develop and implement the annual HR strategy aligned with company goals

Contribute to strategic decision-making by researching and presenting HR insights

Lead long-term HR projects and change management initiatives

Analyze HR market trends and suggest strategic adaptations
Talent Acquisition & Development
-
Lead end-to-end recruitment strategy aligned with business demographics

Conduct interviews and assessments for key talent acquisition
-
Maintain training records and oversee professional development programs
-
Recommend cost-effective management and leadership development plans
Employee Relations & Performance
-
Provide expert HR guidance and coaching to senior and line managers
-
Manage complex grievance and disciplinary cases aligned with labor law
-
Develop and communicate HR policies, procedures, and employment regulations
-
Lead the performance management system, including appraisals and follow-ups
Compensation & Benefits
-
Conduct market analysis to ensure competitive compensation structure
-
Administer Hay Grading system evaluations and salary scale reviews
-
Track and report on absenteeism, sick leave, and payroll efficiency
Administration & Compliance
-
Ensure full compliance with UAE labor laws, audits, and legal standards
-
Supervise facilities management, office supplies, and insurance policies
-
Manage vendor relationships, staff accommodation, and transport logistics
-
Oversee HR systems, records management, and data protection compliance
Team Leadership
-
Lead and mentor the HR team to deliver high-quality HR and admin services
-
Coordinate interdepartmental collaboration and internal committee work

Support internal communications and employee engagement initiatives
Qualifications & Experience:
-
Bachelor’s degree in HR, Business Administration, or related field (required)

Master’s degree (mandatory)
-
CIPD Level 7, SHRM-CP or SHRM-SCP (preferred)

Over 10 years of progressive HR experience, including 5-7 years in leadership roles
-
Strong knowledge of UAE labor law and HR best practices
-
Proven experience in strategic HR planning, performance management, and compliance
