A regulated forex and online trading firm is seeking a highly experienced Head of Compliance & MLRO to lead its compliance framework in line with UAE SCA regulations and international AML/CFT standards. This senior leadership role requires a seasoned professional with strong regulatory knowledge, integrity, and the ability to foster a compliance-driven culture across the organization. The position is on-site, full-time in Dubai.

Key Responsibilities

• Serve as SCA-approved Compliance Officer & MLRO, ensuring independent oversight and regulatory accountability.

• Lead the firm’s AML/CFT framework: SAR/STR investigations, reporting, and liaising with FIU, SCA, and relevant authorities.

• Oversee KYC, EDD, sanctions screening, and transaction monitoring to mitigate ML/TF/PF risks.

• Maintain AML/CFT risk assessments (BRA, customer/product risk reviews).

• Develop and update compliance, AML, and governance policies aligned with regulatory requirements.

• Implement a Compliance Monitoring Plan covering onboarding, client money, suitability, financial promotions, and trade surveillance.

• Manage regulatory reporting, inspections, and horizon scanning for new requirements.

• Conduct compliance risk assessments, design mitigation strategies, and oversee internal controls.

• Build and lead a capable compliance team while driving a culture of ethics and fair client outcomes.

Candidate Requirements

• Bachelor’s degree in Finance, Law, Business, or related field (advanced degree preferred).

• 10+ years of compliance experience in forex/CFD/online brokerage, with 3–5 years in a senior/MLRO role.

• Deep knowledge of SCA Rulebook, UAE AML/CFT laws, KYC/EDD, sanctions, and market conduct standards.

• Certifications: CISI UAE Rules & Regulations and CISI Compliance (required); ACAMS/ICA (preferred).

• Strong judgment, independence, regulatory writing, and stakeholder management skills.

• Familiarity with compliance technology: screening, trade surveillance, and reporting systems.

• Fluency in Arabic and English (professional written & spoken).
