Emiratization Specialist

Enova by Veolia is seeking an experienced and proactive Emiratization Specialist to lead the development and implementation of strategies aimed at recruiting, developing, and retaining Emirati talent within our facility management operations. This full-time, on-site role is pivotal in aligning workforce development initiatives with the UAE’s national employment policies and Enova’s strategic goals for diversity and inclusion.

The Emiratization Specialist will work cross-functionally with HR, department heads, external partners, and government entities such as Nafis to ensure compliance with Emiratization quotas, foster a supportive work culture, and help build a sustainable talent pipeline of UAE Nationals.

Key Responsibilities:

  • Design and implement Emiratization initiatives in line with corporate and national policies

  • Collaborate with leadership to embed Emiratization targets within business strategies

  • Develop relationships with universities, vocational institutions, recruitment agencies, and government bodies to source Emirati talent

  • Partner with hiring managers to prioritize and support the hiring of UAE Nationals

  • Design and oversee onboarding, learning, and career development programs for Emirati employees

  • Track Emiratization KPIs, prepare progress reports, and adjust plans as needed to meet quota requirements

  • Promote a positive work environment that encourages the retention and growth of Emirati team members

  • Stay abreast of UAE labor laws and advise leadership on regulatory compliance and Emiratization best practices

Qualifications and Experience:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field

  • 3–5 years of experience in Emiratization-focused or HR roles, preferably within the facility management, construction, or service sectors

  • In-depth knowledge of Emiratization policies, local labor laws, and national initiatives such as Nafis

  • Proven experience in talent acquisition, training program development, and employee engagement

  • Strong interpersonal and communication skills in both Arabic and English

  • Familiarity with HR software and data reporting tools

  • Proactive, results-driven, and highly organized

  • Passionate about workplace inclusion, cultural development, and national workforce empowerment
