PayPal, a global leader in digital payments, is looking for an experienced and visionary Director, Market Development to lead its growth strategy in the Middle East & Africa (MEA) region. This full-time role is based in Dubai, offering the opportunity to drive cross-border payment innovations, foster market expansion, and shape the fintech landscape in a rapidly growing region.

The role requires a strategic thinker with proven execution capabilities to develop and implement high-impact business plans. You will lead cross-functional teams, collaborate with senior stakeholders, and act as a key representative of PayPal both internally and externally. This position is ideal for professionals with deep experience in payments or fintech and strong market understanding of the MEA region.

Key Responsibilities:

• Define and execute strategic business plans to expand PayPal’s presence and performance in the MEA region

• Identify and capitalize on new market growth opportunities, particularly in cross-border payments

• Lead strategic initiatives and collaborate with product, finance, operations, and marketing teams

• Leverage data analytics and market research to inform decisions and measure impact

• Build partnerships and align internal resources to support regional initiatives

• Manage stakeholder relationships across international teams and senior leadership

• Guide change management processes to support new strategies and market shifts

Qualifications & Experience:

• 10+ years of experience in strategy development and commercial growth, preferably in payments or fintech within MEA

• Strong track record of delivering results in complex, fast-paced environments

• Excellent leadership, stakeholder engagement, and decision-making skills

• Fluent in English with outstanding communication abilities

• MBA from a Tier 1 institution is highly desirable

Hybrid: 3 days in-office, 2 days remote (either from home or PayPal office)
