Role Overview
We are seeking an experienced Commercial & Procurement Manager to lead end-to-end procurement, contracting, and commercial operations across major real estate development projects. The ideal candidate will bring strong market knowledge of GCC/MENA, proven negotiation expertise, and the ability to drive cost efficiency while ensuring compliance and governance.
Key Responsibilities
1. Commercial & Procurement Strategy

Develop and execute procurement and commercial strategies aligned with project and business objectives.

Assess market trends, supplier risks, and regulatory changes across GCC and MENA regions.
2. End-to-End Procurement Operations

Lead tendering, vendor selection, bid evaluation, negotiations, and contract awards.

Optimize cost, timelines, and quality through strategic sourcing.

Manage contract administration and ensure contractual compliance.
3. Vendor & Stakeholder Management

Build and maintain relationships with regional suppliers, consultants, and authorities.

Work closely with project, finance, and technical teams to support delivery schedules.
4. Governance, Reporting & Controls

Implement procurement policies, KPIs, and audit-ready processes.

Prepare commercial reports, including cash flow, cost tracking, and performance analysis.
5. Leadership

Lead, develop, and mentor the procurement and commercial team.
Additional Duties
-
Conduct vendor prequalification and manage approved vendor lists.

Draft and finalize tender documents and contracts (including FIDIC).

Support risk assessments and contingency planning.

Align procurement timelines with project milestones.

Coordinate budgets, payments, and approvals with Finance.
Authorities
-
Approve purchase orders and contracts within delegated limits.

Recommend vendors and contractors to senior management.

Represent the company in negotiations and dispute resolution.
Qualifications & Experience
-
Bachelor’s degree in Supply Chain, Business, Engineering, or related field (Master’s preferred).

Professional certifications such as CIPS are an advantage.

8–12+ years in commercial/procurement roles within real estate, construction, or infrastructure.

Strong experience with FIDIC contracts, vendor management, and cost control.

Solid knowledge of GCC/MENA procurement practices and regulations.

Excellent communication, leadership, and stakeholder management skills.

Proficient in ERP procurement systems and MS Office.
