We are seeking a highly experienced Construction Manager – Roads & Infrastructure to oversee site execution on major RTA road projects in Dubai. The ideal candidate will have extensive experience delivering large-scale infrastructure works in the UAE and a strong understanding of RTA standards, authority coordination, and complex urban construction environments.

This role is responsible for managing all on-site construction operations, ensuring projects are delivered safely, efficiently, and in full compliance with RTA and local authority requirements.

Key Responsibilities:

• Lead and supervise all on-site construction activities for road and infrastructure projects.

• Ensure full compliance with Roads and Transport Authority (RTA) standards, specifications, and approval processes.

• Coordinate closely with RTA inspectors, consultants, and relevant government authorities.

• Oversee traffic diversions, staging plans, and temporary works approvals.

• Manage subcontractors, suppliers, and multidisciplinary site teams.

• Monitor construction progress against programme milestones and implement corrective actions where necessary.

• Ensure strict compliance with HSE regulations and Dubai Municipality requirements.

• Coordinate utility diversions and relocations with Dubai Electricity and Water Authority (DEWA), Etisalat, and du.

• Implement and maintain quality control procedures across all construction activities.

• Report regularly to the Project Manager on site performance, risks, and overall progress.

Minimum Requirements:

• Bachelor’s Degree in Civil Engineering or related discipline.

• 12+ years of experience in road and infrastructure construction within the UAE.

• Proven involvement in at least one major RTA roads project in Dubai.

• Strong knowledge of:

  • RTA road and infrastructure specifications

  • Traffic management and diversion implementation

  • Utility coordination processes

  • Asphalt works, road base construction, drainage, and structural elements

• Strong leadership and team management capabilities.

Preferred Qualifications:

• Experience on projects valued at AED 150M+.

• PMP certification (advantageous).

• Strong understanding of FIDIC contract environments.

• Experience delivering Design & Build (D&B) projects.

• Arabic language skills (advantageous).
