Guildhall is seeking a Senior Employee Welfare Officer to support and enhance employee well-being, engagement, and welfare standards for a diversified construction and landscaping group operating across the UAE.
This role plays a critical part in ensuring compliance with UAE Labour Law while fostering a safe, supportive, and engaged workforce. The successful candidate will act as a key liaison between employees, HR, and management, with particular responsibility for labour accommodation, welfare programs, and grievance management.
Key Responsibilities
Employee Welfare & Engagement

Develop, implement, and oversee employee welfare and engagement programs in line with UAE Labour Law and company policies

Organise initiatives focused on health, safety, well-being, recreation, and employee assistance

Promote engagement activities including wellness programs, team-building initiatives, and cultural events

Advise employees on welfare-related matters, benefits, entitlements, and support services

Ensure clear communication of available welfare resources, insurance coverage, and assistance programs
Compliance & Policy Administration

Ensure welfare initiatives comply with UAE Labour Law and statutory requirements

Monitor employee accommodations, living conditions, and work environments to ensure safety and regulatory compliance

Support HR with statutory benefits administration including medical insurance, leave entitlements, and workplace safety requirements

Maintain accurate records of welfare incidents, complaints, and corrective actions
Grievance Handling & Employee Relations

Act as the first point of contact for employee grievances and welfare-related concerns

Investigate issues, mediate conflicts, and recommend appropriate resolutions

Escalate serious or sensitive cases to HR or senior management while maintaining confidentiality and professionalism
Health, Safety & Well-being Support

Monitor workplace health and safety practices and recommend improvements

Support occupational health initiatives, wellness campaigns, and preventive care programs

Coordinate with medical providers, insurance partners, and wellness vendors

Organise health awareness sessions, vaccinations, and periodic medical check-ups
Labour Accommodation & Camp Management

Oversee day-to-day operations of employee and labour accommodation camps, ensuring hygiene, safety, and welfare standards

Monitor camp capacity, occupancy, and compliance with UAE labour accommodation regulations

Coordinate new camp setups, renewals, maintenance, and facility upgrades

Address camp-related complaints, grievances, and health & safety issues promptly

Maintain detailed records of camp occupancy, inspections, incidents, and compliance audits
Reporting & Continuous Improvement

Prepare regular reports on welfare activities, employee feedback, and key welfare metrics

Analyse trends in absenteeism, grievances, and employee satisfaction to identify improvement areas

Recommend enhancements to welfare programs, facilities, and policies

Stay informed on updates to UAE Labour Law and employee welfare best practices
Candidate Requirements
-
Bachelor’s degree in Human Resources, Business Administration, Management, or a related field
-
10+ years of experience in employee welfare, HR, or employee relations within the UAE or GCC
-
Strong knowledge of UAE Labour Law and labour welfare regulations
-
Experience managing employee benefits, insurance, and health & safety initiatives
-
Excellent interpersonal, communication, and conflict-resolution skills
-
High level of discretion and confidentiality

Strong organisational, documentation, and reporting abilities
-
Experience supporting large-scale or multinational operations in the UAE
-
HR, labour law, or occupational health & safety certification is an advantage
-
Familiarity with employee engagement platforms and wellness program management
