Role Overview
We are seeking an experienced Manpower Planner to ensure the organisation has the right workforce capacity to support operational and project requirements. This role focuses on workforce forecasting, manpower planning, and resource allocation to drive efficiency, productivity, and cost control within a construction environment.
You will work closely with HR, Operations, Finance, and department leaders to align manpower plans with business objectives, budgets, and project timelines.
Key Responsibilities
Workforce Forecasting & Planning

Develop short- and long-term manpower plans aligned with operational and business growth requirements

Forecast staffing needs considering attrition, promotions, retirements, seasonal demand, and project expansion

Conduct skill-gap analyses to identify recruitment, training, and development needs

Monitor workforce capacity versus demand and recommend planning adjustments
Resource Allocation & Workforce Optimisation

Allocate manpower across projects, departments, locations, and shifts
-
Optimise workforce deployment to improve productivity while controlling labour costs

Recommend redeployment, workforce restructuring, or adjustments based on operational priorities

Monitor workforce utilisation and provide corrective actions where required
Recruitment & Talent Planning Support

Collaborate with recruitment teams to ensure hiring activities align with approved manpower plans

Support succession planning and talent pipeline development initiatives

Assist with onboarding planning to ensure alignment between new hires and project requirements
Data Analysis & Reporting

Maintain accurate workforce data within HRIS and workforce planning systems

Prepare dashboards, reports, and manpower metrics for leadership review

Analyse workforce trends including attrition, absenteeism, overtime, and labour costs

Provide insights to support workforce efficiency and strategic decision-making
Compliance & Governance

Ensure manpower planning activities comply with UAE labour laws, organisational policies, and contractual obligations

Support internal and external audits related to workforce planning and reporting

Maintain structured documentation for manpower approvals and planning processes
Continuous Improvement & Strategic Support

Identify opportunities to improve manpower planning tools, systems, and processes

Support organisational expansion, restructuring, or transformation initiatives

Work with Finance and Operations to align manpower planning with budgets and cost-control targets
Stakeholder Management

Act as a key liaison between HR, Operations, Finance, and department heads

Lead regular workforce planning discussions with business units

Support management decisions related to staffing levels, transfers, promotions, and workforce optimisation
Requirements
-
Bachelor’s degree in Human Resources, Business Administration, Management, or a related field
-
10+ years’ experience in manpower planning, workforce management, or HR operations
-
Strong analytical, forecasting, and workforce planning capabilities

Proficiency in HRIS platforms, Excel, and workforce planning tools
-
Solid understanding of recruitment processes, manpower KPIs, and workforce optimisation
-
Familiarity with UAE labour laws and workforce regulations

Strong communication, coordination, and organisational skills

Ability to manage multiple priorities in a fast-paced construction environment
Salary
AED 10,000 – 15,000 per month, inclusive of fixed allowances.
