Position: Working Capital & Treasury Lead / Controller
Location: Dubai, UAE

Waagner Biro, a leading Middle Eastern construction company and part of the Egis Group, is seeking an experienced Working Capital & Treasury Lead to manage the company’s financial operations related to cash, treasury, and working capital. This role ensures optimized liquidity, strong financial control, and efficient implementation of key working capital KPIs across projects.
Key Responsibilities
Working Capital Management

Manage end-to-end Accounts Payable (AP), Accounts Receivable (AR), and cash operations

Perform weekly and monthly cash flow forecasting and liquidity planning

Monitor DSO, DPO, Cash Conversion Cycle, ageing analysis, and overdue balances

Ensure timely conversion of WIP and unbilled revenue into Payment Applications
Treasury & Banking
-
Oversee daily treasury operations, including bank balances, cash positions, and liquidity coverage

Manage banking relationships and ensure compliance with facility terms

Handle construction-specific treasury activities: Performance Bonds, Advance Payment Guarantees, Retention Bonds, and Bid Bonds

Track guarantees renewal and cancellation in alignment with contract terms
Accounts Receivable / Billing / WIP

Supervise billing cycles, receipts, reconciliations, and customer statements

Review Payment Applications, certifications, variations, and retentions

Coordinate with operations on collections and project billing milestones

Monitor credit risk and escalate overdue cases
Accounts Payable

Supervise AP team to ensure timely and accurate invoice processing

Approve supplier invoices and payment batches in ERP systems

Align with procurement on payment plans, GRN clearance, and supplier priorities
Intercompany & Compliance

Manage intercompany recharges, confirmations, and reconciliations
-
Support internal and external audits for AP, AR, cash, and treasury
-
Ensure compliance with Group financial policies, UAE VAT, and IFRS principles
Team Leadership

Lead a team of 5–7 members across AP, AR, and Cash
-
Set and track KPIs including DSO, DPO, cash forecast accuracy, and WIP turnover
-
Drive process improvement, automation, and standardization across functions
Requirements
-
Bachelor’s degree in Accounting, Finance, Business, or related field
-
ACCA, CPA, or CMA (full or part-qualified) preferred
-
7–10 years of accounting experience with strong focus on working capital and treasury in construction
-
Proven experience with AP, AR, billing, WIP, Payment Applications, cash flow forecasting, and construction bonds/guarantees
-
Minimum 3 years in a supervisory or chief accountant-level role
-
ERP experience required (Xpedeon knowledge advantageous)

Strong analytical, communication, and stakeholder management skills
-
Fluent in English
