Job Overview

We are seeking an experienced Procurement Manager – MEP to lead and manage all procurement activities related to Mechanical, Electrical, and Plumbing systems across large-scale construction projects. This strategic role is responsible for procurement planning, sourcing, technical and commercial evaluations, contract negotiation, supplier coordination, and delivery management to ensure timely, cost-effective, and compliant project execution.

The Procurement Manager will act as a critical interface between engineering, commercial, logistics, and site execution teams, supporting seamless delivery across multi-zone projects.

Key Accountabilities

Leadership & Culture

  • Lead performance management initiatives, monitoring team output and addressing challenges proactively.

  • Build and maintain a collaborative, inclusive procurement team through effective recruitment, onboarding, and talent development.

Procurement Strategy & Planning

  • Develop project-specific MEP procurement strategies aligned with construction sequencing and milestones.

  • Coordinate procurement plans to support multi-zone execution and critical path schedules.

  • Ensure full alignment between engineering requirements, procurement timelines, and site needs.

Cost Control & Commercial Management

  • Optimize project costs through effective sourcing strategies, negotiations, and supplier management.

  • Support commercial teams with procurement input on variations, claims, and cost impact analysis.

  • Ensure procurement activities remain within approved budgets and contractual frameworks.

Vendor & Supply Chain Management

  • Prequalify, evaluate, and manage suppliers, manufacturers, and subcontractors.

  • Issue RFQs, conduct technical and commercial evaluations, and prepare comparative statements.

  • Negotiate contracts, issue purchase orders, and manage subcontract agreements.

  • Maintain vendor databases and evaluate supplier performance regularly.

Delivery, Quality & Risk Management

  • Ensure materials and services meet project specifications, authority requirements, and quality standards.

  • Expedite deliveries, monitor lead times, and resolve supplier-related issues proactively.

  • Identify procurement risks and implement mitigation strategies, escalating critical issues when required.

  • Support procurement audits and ensure accurate close-out documentation.

Compliance & Reporting

  • Ensure adherence to company policies, QHSE standards, and confidentiality requirements.

  • Maintain accurate procurement documentation, reports, and balanced scorecards.

  • Support internal and external audits related to procurement activities.

Candidate Requirements

Education & Certifications

  • Bachelor’s Degree in Mechanical or Electrical Engineering, or Supply Chain Management.

  • Professional certifications such as CIPS, PMP, or CSCP are preferred.

Experience

  • 6–8 years of relevant procurement experience within the construction industry.

  • 2–4 years in a senior or managerial MEP procurement role.

  • Experience on large-scale or mega projects (AED 500M+ preferred).

  • Proven exposure to UAE authority-compliant sourcing (DEWA, SEWA, DCD).

  • Familiarity with FIDIC-based contracts and subcontract management.

Skills & Competencies

Technical & Hard Skills

  • Strong understanding of MEP systems and specifications.

  • Proficiency in ERP systems such as Oracle or SAP.

  • Expertise in procurement planning, vendor evaluation, negotiation, and commercial analysis.
