Job Overview

We are seeking an experienced HSSE Manager to act as the single appointed authority for all Health, Safety, Security, and Environmental (HSSE) matters across multiple project zones. This leadership role represents management on all HSSE-related functions, ensuring strict compliance with company policies, client specifications, and local regulatory requirements while driving continuous improvement in HSSE performance.

Key Responsibilities

Leadership & Governance

• Serve as the sole HSSE authority overseeing all project zones.

• Act as management’s representative for HSSE at project and corporate levels.

• Provide strategic leadership, guidance, and direction to HSSE teams and site personnel.

HSSE Strategy, Compliance & Audits

• Develop, implement, and maintain HSSE management systems aligned with company standards, client requirements, and legal obligations.

• Ensure compliance with UAE regulations, international HSSE standards, and project-specific requirements.

• Lead HSSE audits, inspections, compliance reviews, and corrective action plans.

Client & Stakeholder Engagement

• Maintain effective coordination with clients, consultants, and external stakeholders.

• Participate in meetings and present HSSE reports, performance updates, and technical recommendations.

• Act as the primary point of contact for all external HSSE communications.

Risk Management & Emergency Preparedness

• Lead risk assessments, hazard identification, and mitigation strategies.

• Develop, implement, and regularly review emergency response and contingency plans.

• Ensure emergency drills and preparedness programs are conducted and documented.

Training, Culture & Competency

• Oversee HSSE training programs for employees, contractors, and site teams.

• Promote a proactive safety culture across all project levels.

• Ensure HSSE competency standards are met for all relevant roles.

Performance Monitoring & Continuous Improvement

• Monitor HSSE KPIs, incidents, near misses, and corrective actions.

• Prepare and submit periodic HSSE performance reports to management and clients.

• Drive continuous improvement initiatives to enhance HSSE outcomes and standards.

Candidate Requirements

• 5–10 years of experience in a senior or managerial HSSE role, preferably within large-scale construction, infrastructure, or marine projects.

• NEBOSH IGC certification (mandatory).

• Safety Diploma (mandatory).

• Active affiliation with recognized international Occupational Health & Safety (OSH) organizations.

• Bachelor’s degree or Engineering qualification in a relevant discipline.

• Strong command of English, both written and verbal (mandatory).

• Proven leadership, stakeholder management, and reporting skills.
