The International Center for Biosaline Agriculture (ICBA) is hiring a Procurement Specialist to manage and implement procurement strategies aligned with ICBA’s strategic objectives. Based in Dubai, this full-time on-site role requires expertise in procurement operations, contract negotiation, and supplier management. The position is essential for ensuring the timely and cost-effective acquisition of goods and services while complying with ICBA policies, UAE laws, and international best practices. UAE Nationals are encouraged to apply.
Key Responsibilities:

Implement ICBA’s procurement strategies in line with UAE laws and global best practices.

Develop and oversee supplier agreements, improve efficiencies, and ensure compliance.

Analyze supplier bids for conformity and recommend contract awards.

Lead sourcing strategies and manage procurement projects.
-
Develop and enforce procurement and inventory policies and procedures.
-
Create KPIs to evaluate supplier and contract performance.
-
Conduct risk assessments for supply agreements.
-
Negotiate favorable terms with vendors and partners.
-
Manage daily procurement and inventory operations.
-
Collaborate with stakeholders to forecast needs and create purchasing plans.
-
Coordinate with finance for budgeting and procurement cycle planning.

Maintain strong vendor relationships and monitor market trends.

Support reporting and presentations for ICBA management and board.
Qualifications & Skills Required:
-
Bachelor’s degree in Business Administration or a related field.

Minimum 6 years of relevant experience, preferably in the development sector.

Proficiency with ERP systems and supply chain tools.

Fluent in English and Arabic.

Strong negotiation and analytical skills.

High attention to detail and the ability to work under pressure.

Excellent communication and relationship-building abilities.

Financial and legal awareness related to procurement practices.
