Human Capital Manager
Arab Monetary Fund Abu Dhabi , UAE

The Human Capital Manager is responsible for leading and optimizing all aspects of human capital management within the Arab Monetary Fund (AMF). This includes strategic workforce planning, talent acquisition, performance management, learning and development, employee relations, and compensation and benefits. The role ensures alignment with AMF’s strategic priorities and fosters an inclusive, high-performing culture.


Key Accountability Areas and Activities:

  1. Strategic Workforce Planning:

    • Develop and implement workforce plans aligned with AMF’s strategic direction.

    • Collaborate with departments to assess workforce needs and ensure alignment with organizational priorities.

  2. Talent Acquisition:

    • Design and oversee recruitment strategies to attract high-caliber candidates.

    • Ensure consistency in job profiling, advertising, candidate assessment, and onboarding activities.

  3. Performance Management:

    • Implement a performance management framework ensuring transparency and fairness.

    • Guide departments in effective use of performance evaluation tools.

    • Support talent development and succession planning.

  4. Learning & Development:

    • Identify training needs and deliver targeted learning programs.

    • Promote continuous learning aligned with institutional priorities.

  5. Employee Relations:

    • Foster a positive, compliant, and inclusive work environment.

    • Address workplace issues proactively and maintain strong communication channels.

  6. Compensation & Benefits:

    • Design and maintain competitive compensation frameworks.

    • Oversee employee benefits administration and ensure alignment with market standards.

  7. Data Analytics & Reporting:

    • Utilize data analytics to monitor key HC indicators.

    • Generate reports to inform strategy, policy decisions, and workforce planning.

  8. Human Capital Strategy & Budgeting:

    • Lead the HC strategy, ensuring alignment with AMF goals.

    • Monitor and manage the HC Section budget, ensuring resource alignment with priorities.

  9. Team Leadership:

    • Lead and support the HC team, ensuring clarity of roles, objectives, and performance expectations.

    • Foster a culture of collaboration, accountability, and continuous improvement.


Qualifications and Requirements:

  • Experience: At least 10 years of progressive experience in Human Capital management, preferably in the financial services or banking sector.

  • Expertise: Demonstrated experience in leading HC strategy, workforce planning, and organizational development.

  • Education:

    • Bachelor’s degree in Human Resources, Business Administration, or a related field.

    • Master’s degree in Human Resources, Organizational Development, or a related discipline is preferred.

  • Certifications: Professional certifications such as SPHR (Senior Professional in Human Resources), SHRM-SCP (SHRM Senior Certified Professional), or equivalent are preferred.

  • Skills:

    • Strong understanding of international Human Capital Management practices, policies, and regulatory requirements.

    • Fluency in Arabic and English (French as a third language is an advantage).

    • Excellent communication and writing skills.
