Gilbane Building, a top ENR-ranked construction firm with a legacy since 1870, is seeking a highly skilled Project Controls Specialist II to join its Dubai operations. This is a full-time, on-site role supporting multiple U.S. federal construction projects, focusing on cost, schedule, and project performance. The ideal candidate will have strong experience in Primavera P6, cost control systems, and U.S. federal project environments.
Key Responsibilities:

Support cost and scheduling for U.S. federal construction projects

Interface daily with project managers, clients, and contractors

Develop and monitor project budgets, forecasts, and cash flows

Assist in schedule risk analysis and mitigation planning
-
Implement and monitor project-specific change control procedures
-
Track cost trends, labor hours, and quantities
-
Prepare reports detailing project progress, costs, and corrective actions
-
Utilize tools such as Primavera P6, Deltek Acumen Fuse, and CMiC/SAP
-
Gain field experience to understand project execution in real-time
Required Qualifications:
-
Bachelor’s or Associate degree in Accounting, Finance, Engineering, Architecture, or related field

8+ years of experience with increasing project control responsibilities

Experience managing $40M+ construction projects as a scheduler using Primavera P6
-
Familiarity with CMiC, SAP, or JD Edwards

Experience in change management, claims, proposals, and U.S. federal construction projects

Strong proficiency in cost and schedule control tools

Ability to work independently and guide junior staff
